Energy Communities in the Danube Region

Energy communities are citizen-led initiatives in which local residents, municipalities, small businesses, and civil society organizations jointly produce, manage, and consume renewable energy. These communities are based on principles of democratic participation, local ownership, and shared economic and environmental benefits. In the European Union, renewable energy communities have become an important instrument for accelerating the green transition, strengthening energy security, reducing energy poverty, and increasing public participation in climate action. Typically, energy communities develop solar, wind, biomass, or small hydro projects and allow members to share locally generated electricity, lowering dependence on fossil fuels and centralized energy systems.
In the Danube Region, the concept of renewable energy communities is gaining momentum, although development levels differ significantly among countries. Several pioneering initiatives already exist, particularly in Austria, Slovenia, Croatia, Serbia, and Hungary, where municipalities and citizen groups are experimenting with local solar cooperatives, district heating systems, and community-owned renewable infrastructure. At the same time, major transnational initiatives are helping to establish new communities and improve legal and institutional conditions for their operation. The Interreg Danube projects NRGCOM and DECA – Danube Energy Communities Accelerator are among the most important current initiatives. NRGCOM focuses on creating favorable operational, legal, and governance conditions for renewable energy communities across the Danube Region, while DECA supports pilot projects, knowledge exchange, and capacity building in several Danube countries. These projects aim to strengthen local energy independence, increase renewable energy uptake, and empower citizens to actively participate in the regional energy transition.
